Jehovah's Witnesses can we call true theocratic golden rule government the basic spiritual infrastructure?

God's heavenly government is based on more than just the so-called Golden Rule. What that government will shortly do is found at Dan. 2:44. There, it says: "During the reigns of those kings, the God of heaven will set up a kingdom that will never be destroyed or conquered. It will crush all these kingdoms into nothingness, and it will stand forever."
