Yes, a raven would attack baby birds if it had the opportunity. One thing you could do is make a nesting box just big enough for the blackbirds and pigeons to fit into but too small for ravens or cats to. Make it long horizontally, and put the baby birds at the back, so that the ravens cannot reach them with their beaks and the cats cannot reach them with their paws.
