Plywood yacht has gone grey/mouldy.?

I am building a plywood yacht and the plywood has gone grey/mouldy from dirt and humidity while it has been sitting in the shed part built. I have tried sanding it off but it is not working very well. Does it have to be cleaned or treated with something before I apply fibregl/epoxy sheathing?
