If I'm re-applying for a job, is it better to say that I have applied before or not?

I'm re-applying for a restaurant job as a server in (I think it's a) corporate chain. Its not a very big chain though. I applied about a little over a year ago and plan on going back in this week. I'm sure they throw out applications after 60 days like most high-volume restaurants do. On the application they ask if you've ever applied at the restaurant before. Does admitting you've applied before show persistence or desperation? Should I just lie and say no?
