I have been crushing on this guy for a few months and hes really close. Should I tell him about my crush?

Well, he's really close and we sometimes flirt a little, and we're always huggin and stuff. So I know that hes keen on me if you know what I mean. I just don't know whether to tell him how I feel. I've told people about how I feel about them before and nothing's happened, we just carried on as mates. Well, I don't wanna be mates with this guy. Or I don't know whether to not tell him verbally but let him know by my actions, more flirting as such. Help?
